II. Probable Mission and Execution
Altis internal security forces, including SWAT and Police units, are preparing to launch an imminent raid on OBJ PUNISHER, a known safehouse used by former US Marines turned rogue operators. Intelligence suggests these forces are being assisted by Dinah Madani, an embedded HVT currently operating out of a fortified Police Compound at OBJ TROJAN. The SWAT teams and local law enforcement pose a critical threat to ongoing operations, and their ability to project force must be neutralized prior to their mobilization.

Madani is suspected of providing operational guidance and support to the local police and SWAT teams, including the planning of the raid on OBJ PUNISHER. Her capture is essential to disrupting the Altis security forces' operations and preventing further escalation.
